Canberra pulls plug on our R-rated TV
PAY-TV subscribers across the Territory will lose access to two channels under new federal broadcasting restrictions, a broadcaster said yesterday. Indigenous Affairs Minister Mal Brough announced legislation to ban R-rated pay-TV content in ``prescribed areas'' -- Aboriginal communities -- as part of Canberra's emergency intervention measures. This will hit subscribers who receive the adult channel through Austar -- and the World Movies service. Mr Brough said the ban would help keep pornography out of Aboriginal communities. ``This bill addresses a further area of concern about inappropriate material raised by the Territory Government and Aboriginal people themselves,'' he said. The minister has previously said Aboriginal women complained to him about SBS being a ``porn channel''. Pay-TV company Austar said it would have to stop broadcasting any channel that includes R-rated content if the legislation was enacted immediately. ``It will have the immediate effect of being implemented for the whole Territory because we don't have the technological capability to implement it in individual communities,'' Austar corporate affairs manager Emma Rackley said. ``The way the legislation is drawn up it would include the World Movies channel.'' Ms Rackley said only 1.5 per cent of World Movies output was rated R18+ because of its sexual content. She said subscribers would be given a refund but would not comment on possible legal action against the Commonwealth to recoup costs. Mr Brough said the new laws would also suspend the validity of the Residential Tenancies Act NT as the Commonwealth takes over indigenous housing.
