Predator protection 'in weeks' |

AUSTRALIANS will have access to a national online child protection hotline and free internet filtering software "within weeks", when the long-delayed $116 million scheme to protect families from predators and porn finally gets off the ground.
A spokeswoman for Communications Minister Senator Helen Coonan confirmed that the Government was working to a tight deadline to launch the scheme in time for national child protection week, which begins September 7.
"We are working towards a very tight deadline and, yeah, it will be very soon. All the details with the (software) vendors are being sorted out at the moment for the final panel (of suppliers)," the spokeswoman said.
However, she said the national call centre, which would be large enough to serve 2.5 million families, would be the more powerful component of the strategy.
"The main element of the program is the education component. To my mind, the call centre is going to be a lot more powerful than the actual filters, because parents are going to be able to ring the hotline or go to the web portal to get individual advice about online safety," she said.
Senator Helen Coonan first announced the National Filter Scheme in June last year. At the time, she said it was expected to be made available by the end of 2006.
Opposition communications spokesman Stephen Conroy welcomed the proposal, but said the Coalition was rushing to shoehorn the program into its election campaign.
He said Labor had uncovered an $18.3 million advertising campaign that would accompany its launch during the last round of Senate estimates.
"The Government's running late on protecting Australian families and particularly children, with three months to go before an election it's no surprise to see them embarking on an $18.3 million advertising campaign," Senator Conroy said.
The free internet filtering software - which was scheduled for release more than six months ago - was expected to receive $93 million in the Budget set aside for the strategy and to provide its centrepiece.
Senator Coonan yesterday declined to reveal if there had been any changes to the budget allocations set aside within the program, saying she was not prepared to pre-empt the announcement.
The national call centre would be linked to other agencies, including law enforcement authorities and counselling services, Senator Coonan's spokeswoman said.
Arguably, the call centre would increase work for the communications authority, ACMA, which currently has the power to order internet content hosts to remove content that breaches the Broadcasting Services Amendment (Online Services) Act 1999.
The legislation allows the Australian Communications and Media Authority to order ISPs to remove X-rated and Restricted content, and R-rated content that has not been placed behind adult verification systems.
Senator Conroy said that the program didn't go far enough. He said the ALP wanted to introduce laws that would make it mandatory for internet service providers to filter content.
Australia's internet industry has persistently argued that ISP-level filtering would be unworkable. The federal Government plans to test the claim in technical trials scheduled to go ahead later this year.
