Indigenous abuse Bill confusing: senator

A Government senator who led a snap inquiry into the Commonwealth's radical reforms to combat child abuse in indigenous communities has concluded some initiatives are confusing and the Bills should be reviewed after two years. Legal and Constitutional Affairs Committee chairman Senator Guy Barnett said the committee was concerned about aspects of the legislation. Members had heard conflicting evidence about the Government's plan to take over more than 70 indigenous communities in the Northern Territory. The committee made seven recommendations, including that the Government should review the measures after two years and report to Parliament. The committee had received more than 150 submissions and on Friday held a one-day public hearing before tabling its 199-page report in Parliament last night. The contentious legislation is expected to pass in the Senate as early as today. The committee's report also suggested banning the production and sale of X-rated material in the ACT as part of the crackdown on pornography. The sweeping changes include a federal takeover of indigenous communities under five-year leases, bans on alcohol and pornography, a wind-back of the permit system and welfare reform. At least 50 per cent of welfare payments can be quarantined to ensure parents spend the money on basic needs such as food, clothing, housing and education.
